Governance Of The Authority
The Upper Oconee Basin Water Authority is governed by a ten member
Board, with a total of seven votes which is derived as follows. The Chief Elected Official of each of the four member counties is a member and has a full vote. An additional member is appointed from each county, and these four individuals have a proportional vote that collectively totals one vote. The fractional vote’s value is based on the population of the member county at the time the legislation was enacted. In addition, the Upper Oconee Resource Management Commission, a body which includes water wholesalers in the four counties, appoints a member with a full vote, and the members of the Authority appoint an at-large member who has a full vote.
